9. APPROVAL OF THE CONTRACT FOR PSYCHOLOGICAL SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND CANDIS MAGGIO
Description
Ms. Maggio will be providing contracted school psychology services at North Port Toledo Blade and Phoenix Academy for the 2009 school year.  Ms Maggio is replacing a School Board staff member that is out on medical leave for the 2009 school year.

Recommendation

That the contract for psychological services between the School Board of Sarasota County, Florida, and Candis Maggio in the amount of $37,200, be approved as presented.



10. APPROVAL OF AGREEMENT WITH NORTH PORT RETIREMENT CENTER, INC., DBA: THE GARDENS OF NORTH PORT
Description
This agreement will allow for non-paid career technical work experience for Exceptional Student Education students from North Port High School, ages 15 years and older, in grades 10 through 12, to learn the day to day business operations at North Port Retirement Center, Inc., dba: The Gardens of North Port.

Description

12. APPROVAL OF THE USE AGREEMENT: THE MUSIC SUITE AT NORTH PORT HIGH SCHOOL BETWEEN THE CITY OF NORTH PORT AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA.
Description

It is recognized that this Use Agreement is part of the Interlocal Agreement entered into by the School Board of Sarasota County, Florida, and the City of North Port dated October 20, 1998.  In the event of a conflict between this Agreement and the Interlocal Agreement, this Agreement shall control.



Recommendation
The use Agreement:  The Music Suite at North Port High School between the City of North Port and the School Board of Sarasota County, Florida, be approved.

13. APPROVAL OF SETTLEMENT AGREEMENT FOR DRAINAGE EASEMENTS
Description
Sarasota County Government is undertaking the North Sarasota Neighborhood Enhancement project, including sidewalk, roadway, and drainage improvements.  This agreement authorizes three drainage easements along Colson Avenue, adjacent to Emma E. Booker Elementary School, granted by the School Board to the County for the negotiated sum of $13,043.00.  This price has been determined by a November 2008 appraisal.  As the Sarasota County Public Hospital Board has a lease on this parcel for its neighborhood clinic operations, the agreement includes a Joinder and Consent by the Hospital Board.  Approval of this agreement will improve the drainage in this area and will not negatively affect campus or clinic operations.

Recommendation
That the School Board of Sarasota County approve the settlement agreement granting the drainage easements to Sarasota County.

GRANTS

14. APPROVAL OF THE RAIN BARRELS: DETERMINING VIABILITY FOR USE ON COMSUMABLE GOODS GRANT APPLICATION TO THE SOUTHWEST FLORIDA WATER MANAGEMENT DISTRICT FOR BAY HAVEN SCHOOL
Description

COMPETITIVE: Grant funds of $2,595 will allow students to study water quality and learn about water conservation.

16. APPROVAL OF THE MATH FOUNDATIONS COME ALIVE AND TANGIBLE GRANT APPLICATION TO THE MATHMOVESU MATH HEROES AWARD PROGRAM FOR BOOKER HIGH SCHOOL

17. APPROVAL OF THE NON-FICTION BOOKS GRANT APPLICATION TO THE LAURA BUSH FOUNDATION FOR AMERICA'S LIBRARIES FOR BOOKER MIDDLE SCHOOL
Description

COMPETITIVE:  Grant funds of $6,000 will improve reading proficiency by providing interesting non-fiction books and book talks at the Booker Middle School media center.

FIELD TRIPS

18. APPROVAL OF THE BOOKER HIGH SCHOOL CHAMBER WINDS (VPA BAND) FIELD TRIP TO WASHINGTON, D.C. ON APRIL 24, 2009 THROUGH APRIL 28, 2009
Description

Students will travel to Washington, D.C. and perform at both the Mall near the Lincoln Memorial and at the Kennedy Center for the Performing Arts.  Students will also be evaluated by internationally recognized clinicians at Kennedy Center and will also have the opportunity to work in clinic sessions with these evaluators prior to their performance.  Students will also have time to visit the many historically significant landmarks in the Washington, D.C. area and visit the Smithsonian Institute, as well as possibly attend a performance by the National Symphony Orchestra.



Recommendation

That the Booker High School Chamber Winds (VPA Band) field trip to Washington, D.C. on April 24, 2009 through April 28, 2009, be approved.



EXPULSIONS

19. APPROVAL OF EXPULSION CASE NO. 09-002
Description

The student listed in Expulsion Case No. 09-002 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On August 21, 2008, the student listed in Expulsion Case No. 09-002 violated School Board Policy 5.321, Possession of Weapons and Other Prohibited Articles.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until September 5 of the 2009-2010 academic year.



Recommendation

That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 09-002 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2008-2009 academic year, the 2009 summer session, until September 4 of the 2009-2010 academic year.

Description

That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 09-127 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2008-2009 academic year, the 2009 summer session and the entire 2009-2010 academic year.

Description

The student listed in Expulsion Case No. 09-205 violated School Board Policy 5.32 Zero Tolerance and School Board Policy 5.322, Prohibition Against Use, Sale or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 30 of the 2009-2010 academic year.

Description

The student listed in Expulsion Case No. 09-159 is in violation of an accepted Deferred Expulsion Agreement for alternative school placement.  On October 31, 2008, the student listed in Expulsion Case No. 09-159 violated School Board Policy 5.34(i)(e) Disruption to School Function.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 15 of the 2009-2010 academic year.



Recommendation

That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 09-159 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2008-2009 academic year, the 2009 summer session, until January 15 of the 2009-2010 academic year.

24. APPROVAL TO AWARD BID #9090 FOR ART SUPPLIES - WAREHOUSE
Description

Bids to provide 'Art Supplies - Warehouse' were received from 14 vendors on December 18, 2008.  The bids of  AFP Industries, Inc., Art and Frame of Sarasota, Bennett Pottery Supply, Commercial Art Supply, Elgin School Supply Company, Inc., Highwater Clays of Florida, National Art and School Supplies, Pyramid School Products, S & S Worldwide, Smith Office and Computer Supply, and Standard Stationery Supply Company were the best low bids meeting the advertised specifications.  Reasons for not selecting the apparent low bid are included with the bid tabulation.  This bid is for a period of one year with the option to renew for two additional one-year periods.  Funds for these purchases are contained in the operating budgets of the schools and departments.



Recommendation

25. APPROVAL TO AWARD BID #9040 FOR TANK PUMPING AND HYDRO-JETTING SERVICE
Description
Bids to provide 'Tank Pumping and Hydro-Jetting Service' were received from three vendors on January 13, 2009.  The bid of Martin Septic Service, Inc., was the best low bid meeting the advertised specifications.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these services are contained in the capital budget allocated to the Facilities Services Department.

Recommendation

That the bid of Martin Septic Service, Inc., to provide 'Tank Pumping and Hydro-Jetting Service in an amount not to exceed $125,000.00, be approved for award and purchase.

FACILITIES

26. ACCEPTANCE OF SUBSTANTIAL COMPLETION FOR THE LAUREL NOKOMIS SCHOOL - BUILDING #2 & #6 WATER PIPE EPOXY COATING PROJECT
Description

The project manager has prepared the Certificate of Substantial Completion and the final punch list.  The project is substantially complete in accordance with the contract documents.  A copy of the final punch list is available for review at the Facilities Services Department.



Recommendation
That the work performed by Jon F. Swift, Inc. for the Laurel Nokomis School - Buildings #2 & #6 Water Pipe Epoxy Coating project be accepted as substantially complete as of 1/6/2009.

CONSTRUCTION

29. APPROVAL OF RANKING OF QUALIFIED & CERTIFIED DESIGN/BUILD FIRMS TO PROVIDE DESIGN/BUILD SERVICES FOR MINOR DESIGN/CONSTRUCTION PROJECTS PURSUANT TO NON-EXCLUSIVE CONTINUING CONTRACTS FOR A TWO (2) YEAR PERIOD, EXTENDABLE FOR AN ADDITIONAL 1-YEAR PERIOD
Description
The scope shall include providing professional design/build services, under the terms of individual non-exclusive two-year contracts, for selected projects.  These contracts are extendable, for one additional one-year period, by mutual agreement of the parties.  On 1/8/2009, the Professional Services Selection Committee (PSSC) met to select qualified and certified design/build firms for these services.  The PSSC has ranked them in accordance with School Board Policy #7.71.  The estimated cost for these services for the entire three-year period is $30,000,000.00.  Funds for these services are available through individual project accounts.

Recommendation
That the ranking of qualified and certified design/build firms to provide Design/Build Services for Minor Design/Construction Projects pursuant to Non-exclusive Continuing Contracts, for a period of two (2) years, extendable for one (1) additional one-year period, by mutual agreement of the parties, be approved as presented and the Executive Director of Construction Services be authorized to attempt negotiations with the six (6) top-ranked firms.

New Business
31. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE PERIOD ENDING DECEMBER 31, 2008
Description

The Superintendent's Financial Statements for the month ending December 31, 2008, does not reflect any unexpected trends at the mid point of the 2008-09 fiscal year.  The negative trend from the past few months in the General fund has reversed itself with the collection of property taxes.  However, deficit spending in the General Fund will continue in future months as fund balance has been budgeted to decrease this fiscal year due to State revenue shortfalls and reduced property tax revenues.  The Food Service Fund shows a decrease in revenue of 1% year-to-date.  This is to be expected as student enrollment has decreased.  The money the District receives through the Free and Reduced Meals Program has increased approximately 17%, but revenues received from students paying full price or purchasing al a carte meals has decreased over 13%.  Expenditures have remained steady from the prior year.  The District made an arrangement with the Tax Collector in December for the County to invest some of the district tax revenue money since the County was receiving a better interest rate than the district.  This is the cause of the large "Due from other Agencies" amount in both the General and Capital Projects Funds.

32. APPROVAL OF THE APPLICATION FOR DRIVER EDUCATION ENHANCEMENT FUNDS TO PROVIDE AFTER SCHOOL AND SUMMER PROGRAM 2009
Description

Pursuant to Section 318.1215, Florida Statutes and Section 122-35 of the Sarasota County Code, a $3.00 surcharge has been added to each civil traffic penalty in Sarasota County to enhance the funding of driver education programs in public and nonpublic schools located in Sarasota County.  The funds are restricted to the enhancement of driver education programs and are to be used for direct educational expenses only.  Only driver education programs that require a minimum of 30 percent of a student's time spent in the "behind-the-wheel" training are eligible to receive the funds.  This program is available to all students public, private and home schooled residents of Sarasota County.

Minutes: 

Board member Carol Todd stated that she read in the paper about the County and looking to boost several contract firms with the work that they are doing.  Read with great interest.  Item # 29 - Tonight's Board agenda - Approval of Ranking of Qualified & Certified Design/Build Firms to Provide Design/Build Services for Minor Projects in Sarasota County.  As she reviewed she saw that all six of the firms that were ranked and approved were local firms, and after reading the article in the paper about the County and local firms, she is very pleased that all six of the firms who were ranked for this in Sarasota County are Sarasota County firms and wanted to express her pleasure.

Board member Caroline Zucker spoke about the Mentoring Fair.  There were two events put on by the County-wide Mentoring Task Force, specifically, Kathy Chamberlain who was a mentor and advisor at Riverview High School and is now coordinating a community effort to engage our community in mentoring.  The two meetings were held at the Senior Friendship Center January 24 in Sarasota and January 31 in Venice.  Twelve organizations participated in the North County Fair and three in South County.  Two Former Board members, Gina Taylor and Janice Mee were at this event and are still engaged with the community and working with children.  Contact was made with over 300 people.  Chair Zucker thanked the schools that participated:  Sarasota High; Tuttle Elementary; Booker Middle; Alta Vista; Pine View; Venice Middle and Garden Elementary.

Board member Caroline Zucker congratulated Booker High School, Mr. Rosenblatt and the Booker Vocal Jazz Ensemble/Jazz Combo for their top-notch performances this weekend at the Berklee Jazz Festival in Boston, MA.  For the 5th straight year, the Vocal Jazz Group took first place in their division, and the jazz combo took first place in their division for the 3rd straight year.  In addition, Rodney Rocques, Austin Gill, and Marc Dortch received the Judges' Choice Awards.  Rodney Rocques received Outstanding Musicianship for the division and both Austin (combo) and Marc (vocal) received Superior Musicianship Awards, the highest individual award in their division.  Special congratulations to Ned Rosenblatt for his untiring efforts with this outstanding group.
